The vision for the new building of the General Secretariat for Infrastructure and Transport, beyond its primary use, is to serve as a multifunctional complex with a strong public cultural character. Given its advantageous location, the aim is for it to integrate into a broader cultural cluster that includes the School of Fine Arts, the Michalis Cacoyannis Foundation, the Benaki Museum, the "Train at Rouf" Theatre, etc. The design of the building complex seeks to make the best use of both urban planning and environmental constraints.

The environmental design approach of the building is largely based on passive systems. The electromechanical systems have been designed to achieve very high performance, serving the building with minimal energy losses. The building will be equipped with modern technologies that are widely available, ensuring they are neither difficult to use nor expensive. The design of the building aims to achieve the goal of "nearly zero energy consumption," placing the user at the center, with the ultimate aim of functionality and thermal comfort for all. The environmental design includes both natural and artificial ventilation, with an emphasis on natural ventilation where possible.

Finally, the general layout of the building volumes was designed to avoid the intake of polluted air, which is why the buildings are set back from Piraeus Street, with the Green Area serving as a protective zone.
