The Plan implements the Presidential Decree of 03.12.2015 (Government Gazette 247 ΑΑΠ/15.12.2015), which approved the Special Spatial Development Plan for Strategic Investment (ΕΣΧΑΣΕ) under the name "Kilada Hills," covering a total area of 2,079 hectares. It is located in the Kilada area of the Municipality of Ermionida, in the Regional Unit of Argolida, within the Peloponnese Region. The decree designated the area for use as a "Holiday – Tourist Village" (P-TX), including holiday residences, a hotel, sports facilities, and an 18-hole golf course (Golf Resort).

The projects includes a total planned urban development area of 1,131,033.59 m², defining buildable and public spaces, determining land uses, and establishing building regulations and restrictions by sector. It was approved by Ministerial Decision No. 84147 (Government Gazette 173/ΑΑΠ/22.08.2018 – Approval of the urban planning study and environmental terms for the Holiday – Tourist Village "Kilada Hills" in Kilada, Municipality of Ermionida, Regional Unit of Argolida, Peloponnese Region).
